Tabular databases do not support CompatibilityLevel downgrade
Power BIPower BI Desktop compared the compatibility level in the project with the level of a model it already holds locally, and the project asked for a lower one. The message gives both numbers.

The fix
Close Power BI Desktop and delete cache.abf from the semantic model's .pbi folder. Then open the project again.
In .pbi/cache.abf:
SemanticModel/.pbi/
cache.abfSemanticModel/.pbi/Both marked answers on the thread say to delete the file.
What causes it
A cached model has a higher compatibility level
A reply on the thread says Power BI Desktop reuses a cached local database, cache.abf, from an earlier session. In the quoted case it held level 1600, and database.tmdl asked for a lower one. The reply says Tabular does not allow a downgrade on an existing database, so Desktop refuses the project. A colleague on the same branch had no cache and opened it. Reinstalling Power BI Desktop did not help.

The Report Doctor can't detect this, because the file is under .pbi/, which the Report Doctor never reads, by design.
Worth knowing
- The Report Doctor never reads
cache.abfor anything under.pbi/. That is deliberate, so it cannot help with this one.
Check a project in your browser
The Power BI Report Doctor reads a PBIP folder or .zip and lists the file and line to fix. Nothing is uploaded.
